Verified date: OpenAI's Introducing gpt-oss post is dated Aug 5, 2025. It released gpt-oss-120b and gpt-oss-20b under the Apache 2.0 license. MIT Technology Review, also Aug 5, 2025, says they are OpenAI's first open-weight language models since GPT-2.
OpenAI's help center says the models run on infrastructure you control or through hosting providers, and that Apache 2.0 allows commercial use.
