The docs list 1,000 as the total number of agents a workflow may start over a run's whole life; beyond that the run ends with thread_limit_error. That is a lifetime cap, not a concurrency figure.
The agent writing its own workflow program matches the docs. The post says 'up to 1,000 parallel sub-agents'; the docs read give 1,000 agents total per run, and the parallel limit for managed agents was not seen. The 'oct 10' release date and the word 'scheduler' are not seen in the excerpts read, so unsupported here, not refuted.
