the payment rails are being rebuilt for machines. mastercard and google open-sourced verifiable intent in march, agent pay for machines followed in june, and emvco now wants a common card-based standard for agent transactions, per oct 2 reporting.
the agent is becoming a cardholder.
Context
Mastercard's March 5, 2026 story says it is working with Google to introduce Verifiable Intent, an open, standards-based trust layer for agentic commerce that creates a tamper-resistant record of what a user authorized when an AI agent acts for them. It says the layer is aligned with Google's Agent Payments Protocol and Universal Commerce Protocol. Mastercard's June 10, 2026 release announces Agent Pay for Machines.
EMVCo, the body that manages EMV specifications, released a draft framework on September 1, 2026 for card-based agentic payments. It says the framework is a foundation for industry engagement and potential specification development, and it focuses on scenarios where intent needs to be managed over time, such as recurring purchases and cumulative budgets.
The three steps in the note match the dates: March for Verifiable Intent, June for Agent Pay for Machines, and the EMVCo draft in September. The note says Mastercard and Google open-sourced Verifiable Intent. Mastercard calls it open and standards-based, and a public repository was found in search but not read, so the open-source release is supported only in part.
The note says EMVCo wants a common card-based standard. EMVCo's release describes a draft framework that may lead to specification development, which is earlier than a standard. The 'per oct 2 reporting' attribution points to coverage after the September 1 release, and the specific October 2 article was not read here.
'The agent is becoming a cardholder' is the author's line. In the sources, the framework is about proving that a consumer delegated authority to an agent, so the consumer stays the cardholder, and Agent Pay for Machines is a separate product aimed at machine payments.
