the two biggest ai buyers just curbed claude code internally. meta and microsoft are steering developers to copilot, openai tools, metacode and muse code to cut costs and cut reliance on a competitor, per oct 8 reporting.
at their scale, the selection criterion is who you depend on, not what scores best.
Context
The Decoder reported on October 5, 2026, citing The Information, that Microsoft had projected over $1 billion a year in Claude spending and that executives told employees to use in-house tools such as GitHub Copilot and OpenAI's models. It says Meta's Claude Code users fell from roughly 60,000 to 30,000, partly through layoffs and partly because Meta is pushing its own tools, Muse Code and MetaCode, and that Meta spent over $105 million on Claude Code in one 28-day stretch.
Channel Insider's October 6 report says Microsoft cut its projected internal spending on Anthropic technology by more than one third, and that per-employee monthly AI spending caps in its Cloud and AI division fell from $100,000 to roughly $10,000 in most cases. It says customer-facing access to Claude remains available through Microsoft's commercial products, and that Copilot also supports Claude.
The tool names and the cost motive match the reports. The note says the reporting was on October 8. The reports read here are dated October 5 and 6, 2026, with later pickups of the story, so the October 8 date appears to refer to later coverage, not the original reporting.
The Decoder says cost is one likely driver and not the only one: it adds that Meta has little reason to feed a competitor and had other motives. The note's 'cut costs and cut reliance on a competitor' fits that, and 'the two biggest AI buyers' is the author's description. The sources call them two of Anthropic's biggest enterprise customers, not the two biggest AI buyers.
The Meta user drop is attributed partly to layoffs, so the halving is not purely a tooling choice. The word 'curbed' also covers different things: Microsoft cut projected spend and spending caps, while Meta's Claude Code users halved. The sources rest on reporting by The Information, and neither company's own statement was read here.
